He was the son of James Burrows a waiter, born 1871 in Manton, Rutland and his wife Emma Sophia, born 1868 in Old Buckenham, Norfolk. Frederick Charles was born in 1896 in Battersea, Surrey, his siblings were, Harry, born 1894 and Cyril J., born 1899, both his siblings were born in Battersea, Surrey, in March 1901 the family home was at 2, Victoria Crescent, Battersea, Surrey. In April 1911 Frederick was employed as a house boy and was residing at Manton, Rutland, together with his siblings, Cyril and Nellie, born 1907 in Manton, Rutland, this being the family home of his paternal grandparents, Charles Burrows a labourer, born 1853 in Manton, Rutland and his wife Janet, born 1851 in Manton, Rutland, his widowed mother was employed as a domestic cook and was residing as a servant at The Nook, Mill Street, Oakham, Rutland. In the April, May, June quarter of 1913 his widowed mother married George Shaw in the Oakham, Rutland marriage registration district. He embarked for France on the 7th January 1916, he was twice gassed during the Battle of the Somme, being invalided home in December 1916 suffering from tuberculosis. He was sent to a sanatorium but failed to make a recovery.
