He was the son of George H. Bagley a Granite Quarryman, born 1857 in Markfield, Leicestershire and his wife Mary Jane, born 1858 in Barrow upon Soar, Leicestershire. George was born in 1889 in Quorn, Leicestershire, his siblings were Mary E., born 1881, Lucy, born 1885, Rosetta, born 1891, Amy, born 1895, Lily, born 1898 and Ivy M., born 1900, all his siblings were born in Quorn, Leicestershire. In March 1901 the family home was at Wright's Houses, Wood Lane, Quorn, Leicestershire, being situated within the Ecclesiastical Parish of St. Bartholomew. In April 1911 George was employed in a Factory and was residing in the family home at Wood Lane Cottages, Quorn, Leicestershire.
