He was the son of William Bailey a Well Sinker, born 1857 in Thornton, Leicestershire and his wife Emma, born 1859 in Rothley, Leicestershire. Walter was born in 1895 in Markfield, Leicestershire, his siblings were Thomas, born 1880, Harry, born 1882, Lizzie, born 1884, Florrie, born 1887, Herbert, born 1889, Willie, born 1891, Alfred, born 1893, Louis, born 1896 and Connie, born 1901, all his siblings were born in Markfield, Leicestershire. In March 1901 the family home was at Main Street, Markfield, Leicestershire. In April 1911 Walter was employed as a Farm Under Cowman, and was residing at Field Head, Markfield, Leicestershire.
