He was the son of Samuel and Emily Bale. The 1911 census records, Samuel Bale, married 12 years and head of the family, a Corset Presser, born 1876 in Little Bowden, Leicestershire, and his wife Emily, born 1877 in Market Harborough, Leicestershire. The children were George Richard Francis, a Schoolboy, born 1900, Cyril Arnold, a Schoolboy, born 1901, Leonard Walter, a Schoolboy, born 1905, all the children were born in Little Bowden, Leics. The family were residing at 64, Caxton Street, Market Harborough, Leics.
