He was the son of Edward Sewell Arnsby a Grazier and Cattle Dealer, born 1866 in Uppingham, Rutland and his wife Ellen, born 1868 in Hendon, Middlesex. Cecil Catlin was born in 1899 in Uppingham, Rutland, his siblings were Marjorie Lucy, born 1897 and Kathleen Daisy, born 1901, both siblings were born in Uppingham, Rutland. In April 1911 the family home was at High Street, Uppingham, Rutland. He was an apprentice with Messrs. Furley and Hassan of Oakham, Rutland. He enlisted in the Durham Light Infantry, just two months before he was eighteen years old, embarking for France on the 18th March 1918. On the night of the 11th April 1918 the Battalion made a successful counter attack east of Merris on the Somme front and took many prisoners. Early in the morning of the 12th April the enemy attacked in overwhelming numbers forcing the Brigade to fight a rearguard action back to a line between Meteren and Bailleul, on reaching this line Cecil was found to be missing and so reported. Later confirmed as killed during this action.
