He was the son of Charles Henry Clarke a Policeman, born 1863 in Thurmaston, Leics., and his wife Annie Maria, born 1864 in Darley Dale, Derbys. William Henry was born in 1895 in Leicester, he had one sibling, a brother Albert Edwin, born 1891 in Leicester, in March 1901 the family home was at 68, Grove Road, Leicester. In April 1911 William was employed as a shoe trade operative and was residing in the family home at 68, Grove Road, Leicester, together with his father now a Labour Superintendent, his mother and brother Albert.
